Curriculumm

 MODULE A:  PUBLIC FINANCE

 

Objectives:  This one-week training module has one main objective: to provide an overview of concepts and analysis of public finance issues to enhance the understanding and discussion related to property taxation in China.  Topics covered by the course will include an overview of the role of government, economic theories and tools of analysis, and market failures.  The course will also examine the role of the central and local governments in designing and implementing property tax reform and present criteria for evaluating varied taxes and tax systems. 

 

The course has five sections:
